「(noun/plain form) ＋ のみならず」 means “not only 〜, but also…” — the most written, most formal version of だけでなく, common in argument and reports. E.g. 「この問題は日本のみならず、世界共通の課題だ」 (this problem is a challenge common not only to Japan but to the whole world), 「彼は国内のみならず、海外でも人気だ」 (he's popular not only at home but also abroad).
