「いくら ＋ (verb て-form/adjective て-form/noun でも) ＋ ても」 means “no matter how much 〜, the latter stays unchanged” — stressing that even doing a great deal or to a high degree, a certain result isn't reached. E.g. 「いくら待っても、彼女は来なかった」 (no matter how long I waited, she didn't come), 「いくらお金を使っても、満足できない」 (no matter how much money I spend, I'm not satisfied). いくら especially stresses the largeness of quantity, count, or degree, paired with ても for concession.
