以上/以下 “include” the boundary; 未満 “excludes” it. 18歳以上 = includes 18 (18, 19, 20…); 18歳以下 = includes 18 (…16, 17, 18); so someone who just turned 18 fits both “以上” and “以下”! For “not included,” use 未満 (18歳未満 = 17 and under, not incl. 18). This is a favorite test trap.

「以内」 vs 「以下」. 以内 = “within” a range of time, distance, quantity (1時間以内 = within an hour, 10km以内); 以下 = a numeric “≤,” or “as follows” (3人以下, 以下の通り). For “within a range/deadline” use 以内; for “a value ≤” use 以下.

「以外」 = other than (≠ 以内). 以外 = other than… (excluding some item) (君以外みんな知ってる = everyone but you knows); don't confuse it with 「以内 (within a range)」 — one “excludes,” the other is “within.” 以外 often pairs with 「〜以外に(も)」 for “besides ~ (also).”
