「verb dictionary form ＋ 必要はない／必要がない」 means “there's no need to do 〜 / you don't have to 〜” — objectively denying the necessity of something. E.g. 「会員でなくても利用できるので、登録する必要はない」 (you can use it without being a member, so there's no need to register). 必要はない and 必要がない mean the same; は adds a touch of contrastive emphasis (this in particular isn't needed).
