① Tandem change uses the ‘dictionary form,' not the た-form. 進むにしたがって (✗ 進んだにしたがって). For “as … (changing along the way),” the verb is the dictionary form (marking ongoing progress), not the past た-form. Nouns attach directly (時代にしたがって).

② Don't mix the two uses (tandem change vs compliance). ① Tandem change — both sides are “changes” (進むにしたがって便利になる = the more it advances, the more convenient); ② in accordance with — doing per instructions, rules (指示にしたがう = follow instructions). By context: a “tandem change” before and after is use ①, “doing per a norm” is use ②.

③ 「にしたがって」 (tandem change) vs 「につれて」 (tandem change, more colloquial). For “as … changes,” にしたがって and につれて are close (often interchangeable): にしたがって is slightly formal and also has a ‘compliance' use; につれて marks only tandem change, more colloquial and pure (年をとるにつれて = as one ages).
