「命にかかわる問題」 — it bears on something grave: life, honour, trust (≠ にかかわらず).
「それは命にかかわる問題だ」 — a matter of life, no small thing
A doctor says gravely 「早く治療しないと、命にかかわる」 (if you don't treat it soon, it could be a matter of life) — 「〜にかかわる」 = be a matter of ~, concern ~, meaning something has a major impact on an important thing (life, honor, credit, the future). What precedes is mostly “an important thing that can't go wrong.” This guide covers its “major impact” feel and the slightly-different but completely different 「にかかわらず (regardless)」 (see 〈にかかわらず〉).

「noun + にかかわる」 means “concern ~, be a matter of ~ (having a major impact on this important thing)”:
- それは命にかかわる問題だ (that's a matter of life and death).
- 会社の信用にかかわる (it concerns the company's credit).
- 進退にかかわる重大な決定 (a major decision bearing on one's position).
Feel: “be a matter of ~, concern ~” — the core is “(having a major impact on) an important thing,” what precedes being mostly 命・名誉・信用・将来・生死・体面 — “important things that can't slip,” with the sense of “no small matter, major impact.” To modify a noun, use 「にかかわる + noun」 (命にかかわる病気). (It can also mean the more neutral “be involved in, related to,” e.g. 「教育にかかわる仕事.」)

⚠️ Common mistakes to avoid
① What precedes is mostly ‘命・名誉・信用・将来' etc. — important things, expressing ‘major impact.' When 「にかかわる」 means “concern, be a matter of,” what precedes is mostly important things that can't go wrong — 命 (life)・名誉 (honor)・信用 (credit)・将来 (future)・生死・体面・プライド・評判. It means “having a major impact on this important thing, being a matter of it,” with the sense of “no small matter, major impact”: 命にかかわる (a matter of life), 信用にかかわる (concerns credit). So it's mostly for stressing the gravity, importance of something (this is no small thing, it affects ~). Test: is the preceding an “important, weighty thing (life/honor/credit…),” wanting to stress “major impact”? Yes → にかかわる applies. (Plain “about a topic” uses 「に関して,」 not にかかわる.)
② 「にかかわる (a matter of)」 ≠ 「にかかわらず (regardless)」: slightly different, completely different meaning. This is the most easily-confused pair (see 〈にかかわらず〉). 「〜にかかわる」 = be a matter of ~, concern ~ (major impact on an important thing): 命にかかわる (a matter of life). 「〜にかかわらず」 = regardless of ~, no matter ~ (unaffected by a condition): 年齢にかかわらず (regardless of age), 天候にかかわらず (regardless of weather). Difference: 「にかかわる」 is “concern, be a matter of (major impact)”; 「にかかわらず」 is “regardless of, unaffected by (unrelated)” — one “deeply related,” one “unrelated/unaffected,” nearly opposite meanings! Test: to say “be a matter of ~, concern ~ (major impact)” → にかかわる; to say “regardless of ~, no matter ~ (unaffected)” → にかかわらず (see 〈にかかわらず〉). One 「らず」 apart, worlds apart — don't confuse them. (Also 「にもかかわらず = despite」 is an adversative, don't mix that either.)

Besides “concern (major impact),” 「にかかわる」 can more neutrally mean “involve, be related to, take part in”: 教育にかかわる仕事 (work related to education), 環境問題にかかわる活動 (activities involving environmental issues), その事件にかかわった人物 (a person involved in that incident). Here it means “be connected to ~, take part,” not necessarily with the gravity of “major impact,” more objective. Test: preceding “命・信用” etc. (important things), stressing serious impact → a matter of (major impact); preceding “教育・環境・事件” etc. (fields/matters), expressing connection/involvement → involve/related (neutral). Both senses use 「にかかわる,」 told apart by context and the preceding word.
