It means “going along this set line/direction/process, without deviating,” with the sense of “following, not derailing”: 計画に沿って進める (proceed along the plan), 流れに沿って進行する (proceed along the flow), ご希望に沿って (in line with your wish). So it stresses “going along a set direction/process,” with “a line/policy to follow” before it. Test: is the preceding “a set policy/plan/process/route/expectation” to go along? Yes → に沿って applies. It can also be the physical “along” (川に沿って歩く = walk along the river).
② 「に沿って」 vs 「に基づいて」: going along a set route vs grounding judgment in a standard. Both mean “following ~,” but with a different emphasis (see 〈に基づいて〉). 「〜に沿って」 = along ~, in line with ~ (going along a set policy/process/route): stresses “going along a set line/direction/process, without deviating”: 計画に沿って進める (proceed along the plan — go along the plan), マニュアルに沿って操作する (operate following the manual — along the manual's process).
