② To modify a noun, use 「を中心とした/とする」. 「を中心に」 is adverbial (modifying a verb: 〜を中心に広がる); to modify a following noun, use 「を中心とした + noun」 or 「を中心とする + noun」: 東京を中心とした都市圏 (a metropolitan area centered on Tokyo); 彼を中心とするグループ. Don't use 「を中心にの」 (×).
